The People Power Party stated, “The October 15 measures that do not reflect the ‘September statistics’… will initiate an administrative disposition cancellation lawsuit.”

The People’s Power party announced on the 10th that they plan to initiate an administrative lawsuit, claiming that the government intentionally omitted September housing price statistics when formulating the October 15 real estate measures.

On this day, Kim Eun-hye, the Deputy Representative of Policy for the People’s Power party, held a press conference at the National Assembly. She stated, “It has been determined that the Ministry of Land, Infrastructure, and Transport received the September housing price statistics from the Korea Real Estate Board on the 13th of last month, two days before the October 15 measure announcement. However, this data was not reflected in the policy.” She continued, “The People’s Power party will gather opinions from affected local residents and initiate a lawsuit seeking to cancel the administrative measure related to the October 15 real estate measures.”

The party suspects that the government deliberately omitted the most recent data of September’s national housing price statistics, instead using only the data from June to August. They believe this was an intentional move to expand regulated areas. If September’s statistics had been included, five areas in Seoul such as Dobong and Geumcheon, as well as five regions in Gyeonggi Province including Seongnam’s Sujeong and Jungwon, might not have been designated as regulated areas. Present at the press conference were Kang Sung-man, Seoul Geumcheon Party Cooperation Committee Chairman, Choi Ki-sik, Uiwang/Gwacheon Party Cooperation Committee Chairman, and Yoon Yong-geun, Seongnam Jungwon Party Cooperation Committee Chairman, among others.

Kim emphasized, “The Lee Jae-myung government, in an effort to showcase the strong effect of its regulations, either pretended to ignore the statistics or concealed them, violating the daily lives of citizens in a severe unlawful act.” She added, “Due to this, 10 regions in Seoul and Gyeonggi were unjustly included in the regulation list, increasing their tax burden. Innocent residents became targets of overheated district regulations due to the government’s unlawful administration and were forced to pay taxes they shouldn’t have had to. Furthermore, citizens’ property rights and freedom of movement have been clearly violated.”

Kim urged, “Minister Kim Yoon-deok of the Ministry of Land, Infrastructure, and Transport, as the head of the housing policy division, must provide an acceptable explanation for infringing upon the property rights and freedom of movement allowed by law.”

Additionally, he pointed out that “Chief Presidential Secretary for Policy Kim Yong-beom stated during the recent national audit that ‘when the Housing Policy Review Committee was held on October 14, there were no September statistics.’ However, it was confirmed that the Ministry of Land, Infrastructure, and Transport had already received the September housing price statistics from the Korea Real Estate Board by 4 p.m. on October 13th.” He claimed, “Chief Kim’s statement that the data ‘did not exist’ is a clear falsehood and perjury made before the National Assembly.” The People’s Power party also announced plans to accuse Chief Kim of violating the National Assembly Testimony and Appraisal Act.

Previously, the Reform New Party also indicated plans to file a lawsuit to cancel the administrative measure, alleging that the government convened the Housing Policy Review Committee before the September statistics were released to exclude unfavorable data. In response to a question about whether there would be collaboration with the Reform New Party, Kim Eun-hye stated, “If the Reform New Party requests, we intend to proceed together.”
