A total of 2,167 housing units will be supplied in Gangseo-gu and Mapo-gu, Seoul.
The Seoul Metropolitan Government announced on the 25th that it held the 5th small-scale housing redevelopment integrated review subcommittee, and passed the integrated review for the “Moa Town Management Plan (Draft) for the area around 957-1 Hwagok 6-dong, Gangseo-gu,” among others.
With this decision, a total of 1,636 units of Moa Housing will be supplied in the area around 957-1 Hwagok-dong, Gangseo-gu. Additionally, 531 units will be supplied in one location in the area of 78 Jung-dong, Mapo-gu.
In the case of the target area in Hwagok-dong, Gangseo-gu, there are densely packed old and poor-quality buildings, along with narrow roads. Despite these issues, redevelopment was challenging due to height restrictions under the Airport Facilities Act. However, through a call for projects in the second half of 2022, it was selected as a Moa Town target site.
With the designation of this Moa Town, it is expected that the supply of housing will increase from the existing 1,150 households to a total of 1,636 households through the implementation of four Moa Housing projects.
The draft Moa Town management plan includes plans to improve the residential environment and quality of life in old low-rise residential areas. This includes upgrading the utility zones of feasible project areas, expanding maintenance infrastructure, and establishing Moa Housing business plans and design guidelines. However, plots included in Moa Town but not opting for redevelopment, preferring preservation or individual construction, are planned as “self-maintenance zones.”
Moreover, the main street, Hwagok-ro 54-gil, will be upgraded in line with the Moa Housing development scale to improve traffic and pedestrian conditions by widening it from 8 to 12 meters. Similarly, Gachisan-ro 20, 22, and 24-gil will be expanded from 6 and 8 meters to 12 meters.
Mapo-gu’s Jung-dong area is a densely populated low-rise residential area with a 68.7% rate of old buildings and 77.6% ratio of semi-basement residences. Due to its poor residential environment, it was selected as a Moa Town target site in 2022, and after expert pre-advice, resident briefings, and public review procedures, it was submitted for review.
Moa Housing projects in this area are expected to increase housing supply from the existing 421 to a total of 531 units.
The draft management plan for Moa Town includes upgrading the zoning of the project area, expanding maintenance infrastructure, providing essential facilities such as open shared-use facilities, and incorporating Moa Housing business plans and design guidelines.
The main access road, Seongam-ro 9-gil, will be improved to ensure pedestrian safety by widening it from 6 to 12 meters to accommodate the Moa Housing development scale.
Particularly, an internal road will be closed and the area will be developed as one integrated project area. The closed road will be replaced by a public pedestrian path within the housing complex, connecting with linear forest paths along the Gyeongui Line. Additionally, the plans include creating a walking environment that facilitates easy access to newly established public spaces and open shared-use facilities.
The area around 78 Jung-dong, Mapo-gu, is conveniently located near DMC Station, offering excellent transportation as well as superior living and educational environments, despite the mix of new and old buildings. Through this Moa Town designation, the city anticipates strengthened communication among residents, improvement of residential environments, and regional development.
