Finding and Improving Application Methods for Households with Minors as Heads

As the first-round payout rate for the government’s consumption coupons for restoring livelihoods in Gangwon Province has surpassed 98%, Wonju city, which has the largest population in the province, achieved a payout rate of 98.74%, securing the first place. The city announced it aimed for close to 100% payout by promoting “visiting application services,” leading to this record.
As of 6 PM the day before, the overall consumption coupon payout rate in the province was calculated to be 98.55%, with 1,474,149 out of 1,495,841 eligible individuals having applied. Notably, all 18 cities and counties in the province recorded a payout rate above 98%.
Among the 18 cities and counties, Wonju recorded the highest payout rate at 98.74%, with 354,262 out of 358,796 eligible people applying. Chuncheon followed with a rate of 98.70%, and Hwacheon ranked third with 98.65%.
The government’s first consumer coupon application and distribution period is until the 12th. Amid this, Wonju city, which ranks first, foresees a possibility of surpassing a 99% payout rate. To achieve complete distribution, the city has been promoting various “visiting application services,” which have proven effective.
Despite obstacles to achieving a 100% payout rate due to residents who cannot apply for consumer coupons, such as those residing overseas or with unclear housing situations, the city remains focused on discovering and addressing blind spots in applications, including households with incarcerated family heads, to reduce non-distribution to below 1%.
According to the city, for families with minor children, the household head can apply for and receive consumer coupons for the family members. However, the city pointed out that if the household head is incarcerated, they may be unable to provide practical support, and minors might not directly benefit from consumer coupons.
To address this, the city devised a solution, allowing only the incarcerated household head to receive their consumer coupon in the form of Onnuri gift certificates via proxy application by the correctional institution head while excluding the minors’ coupons from automatic distribution.
Subsequently, the city established a method to distribute consumer coupons by receiving separate objections or applications through the city’s consumer coupon task force team from minors or their actual caregivers.
Moreover, the city has been considering cases such as newly transferred families or families with newborns that may have missed applications, further enhancing the “visiting application services” and exploring ways to eliminate blind spots in consumer coupon distribution.
A city official stated, “We are utilizing all available means to resolve cases in blind spots unable to receive consumer coupons while actively encouraging applications from non-applicants and doing our utmost in the distribution process,” he said.
Meanwhile, the government’s secondary consumer coupon application and distribution are scheduled to take place from September 22 to October 31.
