As China prepares to commemorate the 80th anniversary of its Anti-Japanese War and World Anti-Fascist War Victory Day, there are concerns about potential diplomatic challenges for the South Korean government under President Lee Jae-myung. Woo Won-shik, the Speaker of the National Assembly, is expected to attend the upcoming parade, but his position in the protocol order is anticipated to be relatively low, possibly around 27th. This could result in him being positioned far away from North Korean leader Kim Jong-un during the event.

Kim Jong-un is expected to receive high-level protocol treatment, potentially being seen as the second in protocol rank after Russian President Vladimir Putin. Despite sending a high-ranking official, such as the Speaker, there is apprehension that South Korea’s participation might merely seem like a supportive presence amid North Korea, China, and Russia’s closer ties.

The protocol order revealed by the Chinese Foreign Ministry indicates that Kim Jong-un was named shortly after Putin, implying a high status, whereas Woo’s name appeared much later. This suggests that the seating arrangement could prevent interaction between Woo and Kim Jong-un, echoing a similar situation from the 2015 parade when then-President Park Geun-hye was also positioned far from North Korean officials.

While there might be opportunities for Woo to encounter Kim during other parts of the event, such as receptions, North Korea’s recent reluctance to interact with South Korea might deter any progress in dialogue. As a result, Woo’s attendance risks being perceived as merely observing the strengthening ties of North Korea, China, and Russia rather than participating in meaningful diplomatic discussions. Furthermore, speculation persists about the level of hospitality Kim Jong-un might receive, potentially including a private meeting or meal with Chinese President Xi Jinping, highlighting the high importance placed on the North Korean leader’s visit.
