The redevelopment of the old low-rise residential area around 314-14 Singil-dong in Yeongdeungpo-gu, Seoul, which has been neglected for development for over a decade, is set to begin in earnest.
The Seoul Metropolitan Government announced on the 16th that the fast-track integrated planning for the area has been finalized.
The area has seen development delays since the partial lifting of the Singil Redevelopment Promotion Zone in 2014, leading to considerable differences in living conditions depending on development status.
The north side of Gamasan-ro, which includes this area, faces challenges such as narrow access roads and illegal parking, making it difficult for vehicles to access, while inner roads lack pedestrian safety due to the absence of sidewalks. Additionally, repeated flooding has resulted in the area being designated as a special disaster zone in 2022, highlighting the vulnerability in terms of residential safety.
In contrast, the south side of Gamasan-ro, where the redevelopment promotion project has been completed, has seen significant improvements in living conditions due to renovation of outdated housing and expansion of infrastructure such as roads.
The vicinity of the area is also expected to see improved connectivity with the opening of Dorim Intersection Station on the Shinansan Line in 2026.
With attention to these regional circumstances and changing conditions, the city has formulated a plan focusing on improving the living environment on the north side of Gamasan-ro.
The primary focus is on establishing pedestrian pathways that are safe and convenient.
A public walking path will be placed within the complex to connect the low-rise housing area on the west with Dorim Elementary School on the east, ensuring a safe and convenient route to school without disrupting existing pedestrian flow.
In the west section, Gamasan-ro 61-gil will be planned with separate sidewalks and roadways, while Gamasan-ro 65-gil in the east will have additional sidewalks to ensure safe pedestrian spaces.

The plan also includes providing customized living amenities that reflect the characteristics of the area.
Facilities related to childcare, such as edu-communities, will be prioritized near the school boundary.
To enhance resident convenience, neighborhood living facilities will be placed along Dosin-ro, considering the formation of a transport hub, and community facilities for residents will be integrated with the main pedestrian paths within the complex.
A diverse skyline of “high west, low east” will be created considering the sunlight effect on Dorim Elementary School (east) and the establishment of Dorim Intersection Station (west).
An open urban landscape will be created by securing an east-west view corridor linked to the pedestrian pathways.
Lastly, the plan includes flexible height zoning up to 38 floors, upgrading the zoning usage, and actively considering business support measures, such as operational adjustment factors from the “2030 Seoul City Urban and Residential Environment Basic Plan,” to enhance business viability.
With this fast-track integrated plan finalized, 124 out of 204 designated sites in Seoul, totaling about 223,000 households, have completed their planning.
Jo Nam-joon, head of Seoul’s Urban Space Planning Department, stated, “This fast-track integrated plan is expected to provide a new turning point for the Singil-dong area, which has been stagnant in development, playing a pivotal role not only in improving the residential environment but also in enhancing urban competitiveness.”
