Japanese-style terms and difficult terminology introduced during the Japanese occupation era in the cadastral field will be replaced with easy and correct Korean words for the first time in a hundred years.
The Ministry of Land, Infrastructure, and Transport announced today (the 3rd) that 31 difficult professional terms, including Japanese-style ones introduced during the Japanese occupation era in the cadastral field, will be simplified and publicized as administrative rules starting tomorrow (the 4th), in line with the March 1st Movement Day.
The ‘cadastral system’ is a system where the state registers and publicly announces the location, shape, and area of land in official documents through cadastral surveys. It was introduced during the Japanese occupation through land survey projects (1910–1924).
The terms announced as administrative rules will be reflected in cadastral administration and survey sites to enhance understanding of complex administrative terms and promote smooth communication with the public.
The 31 terms were selected after deliberation by the Ministry of Land, Infrastructure, and Transport Standardization Council, which includes cadastral and spatial information experts, academia, and the National Institute of the Korean Language, and were finalized through the Ministry of Culture and Language Committee based on the ‘Framework Act on the National Language.’
A representative term being changed is ‘공유지연명부,’ which will become ‘공동 소유자 명부’ (Joint Owner Register).
‘공유지연명부’ refers to a ledger that registers and publicly announces the owners and share rights of land co-owned by two or more people. This term will be changed from the Japanese-style Chinese-character expression that has been used for 100 years.
Additionally, ‘지적공부’ (Cadastral Records), which records the location, land number, land use, and land owners as investigated through cadastral surveys, will change to ‘토지정보등록부’ (Land Information Register).
Moreover, the term ‘지적소관청’ (Cadastral Authority), which refers to the special self-governing city mayor, city or county mayor, or district head managing cadastral records, will change to ‘토지정보관리청’ (Land Information Management Authority).
The simplified Korean terms will be improved by being reflected in the terms of the Spatial Information Management Act and civil service forms, and will be actively utilized in educational textbooks and national technical qualification exams in the cadastral survey field.
In particular, in collaboration with the National Institute of the Korean Language and the Nationwide Korean Language Cultural Centers Association, promotional activities targeting young people, including future experts in the cadastral and spatial fields, will be conducted by visiting university campuses celebrating the beginning of a new semester.
