On the first day of the railroad labor union’s work-to-rule strike, there were delays in the operation of some trains, including the metropolitan subway.

Normal Operation for KTX and Regular Trains

On the 18th, the National Railroad Workers’ Union (Railroad Union) began a work slowdown with the first train of the day, causing delays in some sections such as the Seoul Subway Line 1, Line 3, and the Suin-Bundang Line.

Korea Railroad Corporation (Korail) announced that due to the union’s work slowdown, there are train operation delays occurring in some sections like the Seoul Subway and the Donghae Line (Taehwagang to Bujeon), advising passengers to take note.

As of 8 a.m. that day, the sections experiencing operational disruptions are including the Seoul Subway Line 1, Line 3, Line 4, the Suin-Bundang Line, the Gyeongui-Jungang Line, and the Seohae Line, with a total of 39 trains running 5 to 20 minutes behind schedule. KTX and regular trains are running normally.

To minimize the impact of train delays, Korail urged passengers to be aware that some trains might change their destinations or be suspended. Passengers can check the status of train operations via subway-related mobile apps, such as ‘KORAIL Subway Talk’, or on the Korail website. If a train delay certificate is needed, it can be obtained from the ‘KORAIL Subway Talk’ app, the website, or stations under Korail’s jurisdiction.

A Korail official stated, “To minimize customer inconvenience due to the union’s work slowdown, an emergency transport countermeasure headquarters has been in operation since yesterday to maintain a rapid response system,” adding, “If any actions during this slowdown violate company regulations or laws, we will respond strictly.”

The Railroad Union had previously announced its plans to start a work slowdown on the 18th, demanding a shift to a 4-group, 2-shift system, additional manpower, and a 2.5% increase in basic wages. If their demands are not met, they plan to hold a press conference on the 21st to announce a general strike and enter into an indefinite general strike early next month.
