, ‘[Reported by Kim Kwan-yong, Edaily] The United States and South Korea will hold the 4th US-ROK Nuclear Consultative Group (NCG) meeting and the 1st NCG Tabletop Exercise (TTX) on December 4-5 in Washington D.C.’,

The Ministry of National Defense stated on the 28th that “Cho Chang-rae, the Director General of Defense Policy at South Korea’s Ministry of National Defense, and Cara Abercrombie, Deputy Assistant Secretary of Defense for Policy at the U.S. Department of Defense, will jointly host this meeting and TTX. Representatives from the US-ROK National Security Council, defense, diplomatic, intelligence, and military authorities will participate.”,

After completing the ‘US-ROK Guidelines on Nuclear Deterrence and Nuclear Operations on the Korean Peninsula,’ the two sides will review progress on NCG tasks such as △security and information-sharing procedures △nuclear consultation and strategic communication during crises and contingencies △establishment of dedicated secure communication systems △nuclear and strategic planning △nuclear-conventional integration (CNI) △exercise, simulation, and training △strategic messaging.

Additionally, during the 1st NCG TTX held concurrently with the NCG meeting, discussions will focus on enabling more in-depth, cooperative, and coordinated decision-making regarding nuclear and strategic planning in times of crisis or contingencies concerning the Korean Peninsula, as reported by the Ministry of National Defense.

Previously, in April, the US and South Korea agreed during the 24th US-ROK Integrated Defense Dialogue (KIDD) to develop joint nuclear deterrence exercises and training assuming North Korea’s nuclear use scenarios, utilizing routine TTX and Tactical Tabletop Simulations (TTS) linked to the NCG.

TTX is a discussion-based tabletop exercise where defense and military officials discuss military options and manage crises regarding North Korean nuclear threats to implement the policy decisions of the US and South Korean governments. TTS involves a broad government tabletop simulation exercise where officials from defense, military, diplomatic, and intelligence sectors from both countries participate to discuss various policy-level deterrence and response measures to North Korean nuclear threats.

This NCG marks the last meeting under the Biden administration. Attention is now on what type of nuclear consultative mechanisms might be established under a potential Trump administration.
