The leader of the Progressive Innovation Party, Cho Kuk, attended a meeting of the “Three Years is Too Long Special Committee” at the National Assembly in Yeouido, Seoul, where he delivered a speech on the morning of the 13th. The Innovation Party plans to unveil a draft impeachment proposal against President Yoon Seok-yeol on November 20 at Gwanghwamun Square in Seoul. They have stated that the reasons for impeachment are divided into seven main categories, including violation of public duty and abuse of power, with a total of 15 detailed issues, currently spanning 115 pages.
Shin Chang-sik, the party spokesperson, announced that the draft impeachment proposal against President Yoon will be made public in front of the statue of Admiral Yi Sun-sin at Gwanghwamun Square. The impeachment order is based on Article 65 of the Constitution and Article 130 of the National Assembly Act.
The Innovation Party listed specific reasons for impeachment, including breaches in duties such as involvement in the non-prosecution of stock manipulation by Deutsche Motors, preferential changes in the Seoul-Yangpyeong expressway route, receiving luxury bags by the presidential spouse, and corruption in the construction of the presidential office residence. It also includes abuse of veto power, interference in investigations, and attempts at concealing incidents like the death of Private Choi and customs drug investigations.
Other reasons outlined include violations of political neutrality, democracy, party freedom, and the rule of law, along with undermining the nation’s foundation by negating the legitimacy of the provisional government and appointing New Right figures, submissive diplomacy towards Japan, violation of life protection clauses, and encroachment on press freedom.
Shin explained that a summary and the impeachment proposal will be published on their website to collect public opinion in a Wikipedia-like manner and spread awareness through the party’s YouTube channel. The party is appealing to all members of the National Assembly, especially the representatives of various parties, to participate in the impeachment process.
The “Yoon Seok-yeol Impeachment National Assembly Members Coalition,” formed on November 13, includes 27 from the Democratic Party, 9 from the Progressive Innovation Party, 3 from the Progressive Party, 1 from the Social Democratic Party, and 1 from the Basic Income Party, totaling 41 opposition lawmakers. Since at least 150 members of the National Assembly must participate to propose an impeachment bill, the Democratic Party’s involvement is crucial, although they have thus far avoided official discussions on impeachment and have limited involvement to individual members.
