The People’s Power Party is preparing a ‘special prosecution law on rebellion’ to remove unconstitutionality, stating that they plan to discuss it during next week’s party meeting.

Kwon Seong-dong, the floor leader of the People Power Party, expressed expectations that the government will positively review measures such as special training exemptions for resident doctors. He noted, however, that while Kim Min-jeon’s use of the term ‘Baekgols’, which is controversial, was inappropriate, it doesn’t warrant disciplinary action.

Kwon mentioned that the chair of the legal committee, Joo Jin-woo, is preparing a revision of the Special Prosecutor’s Office Act, which addresses insurrection, to retain its supplementary and exceptional nature while removing unconstitutional elements. He stated that discussions on the revised bill could begin as soon as next week.

During a press meeting, Kwon criticized the opposition parties, including the Democratic Party, for re-introducing a revised insurrection bill, describing it as merely a “repackaged” bill, which his party cannot accept. He also mentioned that the People Power Party is carefully reviewing its own amendment and will discuss it further.

Kwon expressed interest in resuming dialogue to resolve parliamentary conflicts. He has met with a couple of medical association representatives and plans to hold discussions with the new head of the Korean Medical Association soon. Kwon has asked the government to consider special measures, like postponing the provision prohibiting resident doctors from reapplying to the same department and hospital for a year after training interruption, and to provide exemptions in the enforcement of military service regulations related to training interruptions.

Kwon believes initiating measures that could ease resident doctors’ concerns could lead to fruitful dialogues and is hopeful for a positive government response. He also plans to expand the dialogue platform to involve both ruling and opposition parties, if necessary.

Regarding the controversy involving lawmaker Kim Min-jeon, who organized a press conference for the anti-communist youth group known as ‘Baekgols,’ Kwon stated that while it was inappropriate given the unclear nature of the group, it doesn’t merit disciplinary action as Kim has acknowledged his mistake and apologized. Despite this, the Democratic Party is pushing for Kim’s expulsion.
