Park, at a party policy adjustment meeting held in the main building of the National Assembly on the morning of that day, said, “Today (during the plenary session), we will push for a reconsideration of the Marine Corps Special Prosecutor Law to reveal the truth behind the wrongful death of the marine corps officer and the external pressure on the investigation and to punish those responsible as demanded by the people.”
He added, “President Yoon Suk-yeol has twice exercised his veto power over the special prosecutor law, but the president should face the people’s fiery anger with a fearless heart. I also advise the members of the People Power Party. As representatives of the people, if you are a parliamentarian who respects the will of the people, I hope you will support it in the reconsideration vote.”
The special prosecutor law is focused on investigating suspicions of external pressure that arose during the process of investigating the incident where a marine corps officer died on duty during search activities for missing persons in July last year.
The bill was passed in May through a plenary session led by the opposition party, but it returned to the National Assembly due to the exercise of the president’s veto power. The threshold for approval in the reconsideration vote requires ‘more than two-thirds of the present lawmakers, with support from two-thirds of the attending lawmakers.’ Assuming all 300 lawmakers are present and all opposition party members cast their votes, at least 8 members of the People Power Party need to defect for it to pass.
Park emphasized, “The absolute majority of the people want the Marine Corps Special Prosecutor Law to pass,” and said, “If it is resisted, it is clear that they will be wrecked in the sea of history and public opinion. I urge the members of the People Power Party to heed the will of the people as Leader Han Dong-hoon of the People Power Party pledged to do.”
He also stated, “The ‘Broadcasting 4 Laws’ will be presented at today’s plenary session. We will definitely fulfill the people’s order to prevent the seizure of public broadcasting by the Yoon Suk-yeol administration and to protect democracy and press freedom.”
The ‘Broadcasting 4 Laws’ refer to the bills that include the ‘Broadcasting 3 Laws’ (amendments to the Broadcasting Act, the Broadcasting Culture Promotion Act, and the Korean Educational Broadcasting System Act) that were scrapped by President Yoon Suk-yeol’s exercise of the veto power in the 21st National Assembly, and amendments to the Korea Communications Commission Act are included.
The Broadcasting 3 Laws focus on increasing the number of public broadcasting directors and giving external recommendations for director positions. The amendment to the Korea Communications Commission Act includes raising the quorum for KCC decisions from ‘2 out of 5’ to ‘4 out of 5.’
Park said, “The People Power Party has declared in advance that they will block the Broadcasting 4 Laws through filibuster. This is their last struggle to control broadcasting. If they do not give up their attempt to seize broadcasting that destroys democracy, they will be stigmatized as collaborators of dictatorship.”
