The government held a meeting with related ministries to discuss measures to prevent and penalize the distribution of leaflets to North Korea. The meeting was chaired by Kang Jong-seok, the Director of the Human Rights and Humanitarian Affairs Division at the Ministry of Unification, at the Government Complex in Seoul. Officials from the Prime Minister’s Office, the National Intelligence Service, the Ministry of the Interior and Safety, the Ministry of Land, Infrastructure and Transport, and the National Police Agency attended the meeting.
During the meeting, it seems that discussions were held on how to effectively prevent and penalize the distribution of leaflets using existing laws such as the Aviation Safety Act, the High-Pressure Gas Safety Control Act, and the Disaster and Safety Act. Additionally, there was likely a discussion on how to respond to criticisms that a complete ban on leaflet distribution may contradict the Constitutional Court’s ruling, which found the ban on North Korean leaflets unconstitutional.
This meeting was convened following President Lee Jae-myung’s related instructions on the 14th, and it is expected that a comprehensive plan will be announced soon based on the results of this meeting.
