Kim Byung-joo, a top member of the Democratic Party, claimed that the Special Warfare Command was aware of the timing of the martial law declaration in advance and prepared for a second state of emergency even after it was lifted.
During the Democratic Party’s top committee meeting at the National Assembly today (13th), Kim stated, “The military leadership claims they learned of the martial law through the media, but they already knew the timing of the declaration.”
According to Kim, “Based on reports, the Special Warfare Command ordered the removal of soccer goalposts at the National Assembly drill ground at 5:10 PM on the day of the martial law declaration, and the order for 12 helicopters to be deployed was given around 5:30 PM.”
He continued, “The Special Warfare Command and the Capital Defense Command accessed and monitored the safety center network, which manages about 170,000 CCTVs in Seoul, before and after the state of emergency and continued monitoring even after the martial law was lifted.”
Kim further alleged, “The Capital Defense Command accessed Seoul’s CCTV safety center network at 5:29 PM, and the Special Warfare Command did so at 5:52 PM. Before the declaration of the emergency state, the Capital Defense Command accessed it 142 times, and during the declaration period, they intensely monitored it 566 times.”
He added, “Before the declaration, they monitored Apgujeong-dong, a critical point of entry for the Special Warfare Command. During the declaration, they observed the National Assembly, and after the lift, they viewed the entire Seoul area. There is evidence suggesting that even on December 4th, the day the martial law was lifted, they continued monitoring to prepare for a second state of emergency. This will be addressed in the national investigation starting tomorrow.”
