Improvement of Records Management in Public Institutions… Overall Excellence in Metropolitan and Provincial Offices of Education

Ministry of the Interior and Safety Releases ‘2024 Public Institution Records Management Evaluation Results’
Targeting 231 public institutions… Government-affiliated public institutions rated favorably

The Ministry of the Interior and Safety’s National Archives reported the results of the ‘2024 Public Institution Records Management Evaluation’ on the 12th during a cabinet meeting.

The records management evaluation, conducted annually since 2007, aims to enhance and encourage improvement in public institutions’ records management capabilities, as mandated by the ‘Public Records Management Act.’

This year’s evaluation included 231 institutions, comprising 17 provincial and metropolitan offices of education, 176 district education offices, and 38 government-affiliated public institutions.

Each institution was evaluated across three areas: ▷records management infrastructure, ▷records management operations, and ▷other factors, using 11 to 16 evaluation indicators (both quantitative and qualitative), and assigned a grade from ‘A’ to ‘E’.

The results showed an overall average score of 84.1, a 2.8-point increase from the 2022 evaluation. The percentage of ‘A’ grades increased by 5.6%, while ‘E’ grades decreased by 5.2%, indicating improved overall records management levels.

Among institution types, provincial and metropolitan offices of education had the highest average score at 93, compared to 73.9 for district education offices and 85.4 for government-affiliated public institutions.

In terms of evaluation areas, records management infrastructure scored 85.2, similar to 2022’s 85.3, while records management operations increased to 85.4 (+3.9 points) and other factors rose to 87.3 (+5.3 points).

The National Archives plans to provide each institution with a comprehensive evaluation report and an analysis report to help identify levels and deficiencies by indicator, encouraging institutions to develop their own improvement plans.

Awards will be given to institutions that excel in their categories and show significant improvement efforts, while underperforming institutions will receive on-site guidance and training.

Director Lee Yong-chul of the National Archives stated, “Public records are a vital asset of the nation that demonstrate policy transparency and accountability,” and emphasized continued efforts to improve awareness and capabilities in public institution records management, including expanding target institutions and refining indicators.
