Will the logic of increasing the number of medical school students by ‘2000’ be made public… to the courtroom through minutes?

[Health and Welfare Policy Deliberation Committee Decides to Submit Meeting Records by the 10th / External Disclosure Determined After Court Decision]

The Ministry of Health and Welfare has decided to submit the meeting records of the Health and Medical Policy Deliberation Committee (HMPDC) to the court by the 10th. According to the government and legal circles on the 5th, the Ministry of Health and Welfare is planning to submit the HMPDC meeting records to the court by the 10th of this month. The HMPDC is a committee that deliberates on major health and medical policies in accordance with the Health and Medical Service Basic Act. In the February HMPDC meeting, it was decided to increase the medical school admission quota by 2,000 for the 2025 academic year.

It is expected that the decision on the disclosure of the meeting records will also be determined according to the court ruling. Previously, the medical community requested a stay of execution from the government regarding the increase of the medical school quota by 2,000 and the allocation decisions by each university. The Seoul High Court stated that it will make a decision on the appellate trial by mid-month.

At that time, the judiciary requested the government to submit the basis data for the increase of 2,000 medical school quotas and related meeting records by the 10th, and to postpone approval of the medical school quota increase until a decision is made on the judicial citation.

Meanwhile, although the HMPDC is not a body dedicated solely to discussing medical school quotas, due to criticisms that it is inappropriate for medical school quota discussions to be limited to medical groups only, the Ministry of Health and Welfare discussed medical school quotas in a committee that included a wide range of demand and supply organizations. Since August last year, the HMPDC has discussed the policy to expand medical workforce through the ‘Physician Workforce Expert Committee’ under its purview.
