Yes, I’m reporting from the front of the National Investigation Headquarters.
The joint investigation team, comprising the National Investigation Headquarters, the Corruption Investigation Office, and the Ministry of Defense Investigation Headquarters, has announced that they have applied for an arrest warrant for former commander No Sang-won on charges including conspiracy to commit insurrection.
The team has found evidence that former commander No discussed related plans with former Defense Minister Kim Yong-hyun and other intelligence officials regarding a possible martial law.
Previously, on the 15th, the National Investigation Headquarters had urgently arrested former commander No and current Intelligence Commander Moon Sang-ho. However, while the Seoul Central District Prosecutor’s Office approved the urgent arrest of former commander No yesterday (16th), it refused the arrest of active-duty Commander Moon, citing a violation of the military court’s jurisdiction, prompting an expression of regret from the National Investigation Headquarters.
In response, this morning (17th), the National Investigation Headquarters announced that it had referred the case to the Corruption Investigation Office to facilitate prompt handling of Commander Moon’s case and further investigation.

The joint investigation team sent a summons request to the president’s residence via mail yesterday, but it was not delivered. Can you elaborate on that?

Yes, the joint investigation team requested President Yoon to appear tomorrow (18th). The request sent via express mail to the Presidential Secretariat’s General Affairs Office is currently marked as “undelivered,” and the one sent to the Hannam-dong residence was returned due to refusal of receipt.
Currently, the notice hasn’t been delivered. The team stated that it’s unclear who refused the receipt at the residence. Previously, team investigators attempted to deliver the summons directly by visiting the Yongsan Presidential Office and the Hannam-dong residence but were unsuccessful, as both the secretariat and the security office denied responsibility for receiving it.
There are now predictions that if President Yoon refuses to comply with the summons tomorrow (18th), authorities might seek an arrest warrant and proceed with a forcible investigation.
