Seoul subway to begin slowdown from tomorrow… Strike planned for December 6th.

The first union of the Seoul Metro, operated by Seoul Metro Corporation, which runs subway lines 1 to 8 in the city, will begin a “work-to-rule” action starting on the 20th, organized by the Korean Confederation of Trade Unions. This action is expected to cause disruptions during morning commutes due to delayed subway operations. If negotiations with the management ultimately break down, a full-scale strike is set for December 6.

On the morning of the 19th, the first union of Seoul Metro held a press conference in front of Seoul City Hall to announce this plan. Prior to this, the Korean Railway Workers’ Union (KCTU) commenced a similar work-to-rule action on the 18th, causing confusion in various parts of the metropolitan area’s morning commute, and it is speculated that the disruption may extend to Seoul Metro as well.

The work-to-rule action is a strategy of adhering strictly to operational regulations, which typically results in delays. This can involve methods like taking extended restroom breaks or driving at slower speeds, thereby causing delays. Once a single train is delayed, subsequent trains also face delays.

The union also stated that if negotiations with management completely fall through, they intend to go on a full strike starting December 6. On the 18th, a mediation meeting between Seoul Metro and the union was held at the Seoul Regional Labor Relations Commission, but negotiations ultimately failed, granting the union the right to strike. During the meeting, management and the union reportedly remained at an impasse over wage increase rates and manpower expansion.

From the 15th to the 18th, the union conducted a strike approval vote among 9,450 union members, which resulted in a 70.55% approval rate for the strike. This gives the union the mandate to proceed with collective actions, including the work-to-rule strategy set to begin on the 20th.
