The National Human Rights Commission of Korea recommended on the 8th that police officers who did not notify the complainant of the investigation results in a case reported through the National Citizen’s Complaint Center receive job training.
Previously, Mr. A filed a complaint at the National Citizen’s Complaint Center regarding an online site that did not label harmful materials to minors, allowing them to purchase liquid e-cigarettes. However, he did not receive notification of the investigation process and results, so he appealed to the Human Rights Commission.
The police officer handling the case claimed that since the investigation was concluded before formal filing, according to the Police Investigation Rules, there was no obligation to notify him. However, the Human Rights Commission’s Committee on Remedies for Human Rights Violations stated that the police officer still had an obligation to notify Mr. A within 7 days via written notice or text message.
The commission concluded that since the complainant was not informed in writing about the outcome, it violated the complainant’s right to be informed about the case reported through the National Citizen’s Complaint Center.
