“The sale of passport and bankbook information has increased every year… 110,000 cases over three years.”

Recently, a series of damages have occurred due to hacking incidents involving telecommunications companies and credit card companies. Over the past three years, more than 110,000 posts have been detected illegally distributing passport or bankbook information on domestic and international websites.

According to data submitted by the Korea Internet & Security Agency to Representative Hwang Jeong-ah, a member of the National Assembly’s Science, Technology, Information and Communications Committee, the number of posts detected for illegal distribution of personal information on domestic and international websites from 2022 to August 2025 amounted to 639,634.

The number of posts detected for illegal distribution of personal information has been on the rise, recording 161,743 cases in 2022, 179,139 in 2023, and 178,479 in 2024. The cumulative detections up to August this year totaled 120,274, which suggests that the total detections for the year might exceed last year’s.

By category, there were 199,239 cases involving portal IDs, 195,591 cases of personal information databases, 116,861 cases of passports and bankbooks, and 127,943 cases of other issues like forged personal IDs or cloned phones.

In particular, passport and bankbook cases rose significantly from 16,065 in 2022 to 18,283 in 2023, and further skyrocketed to 48,976 in 2024. With 33,537 detections up to August this year, it is expected to surpass the previous year’s record.

The average time taken to delete these posts ranged between 10 to 30 days, accounting for 55% (271,935 cases) of the total. Additionally, from 2022 to 2024, 3,902 posts that were detected for illegal personal information distribution remained undeleted over the three years.

Representative Hwang Jeong-ah pointed out, “With personal information leaked through hacking being distributed without our knowledge, if 640,000 illegal distribution posts were detected, the actual number of personal information cases being circulated could be in the millions. As recent hackings on telecommunications and credit card companies handling sensitive information have severely affected the public, it is urgent to recognize cybersecurity as an ‘investment’ rather than a ‘cost’ and establish comprehensive cybersecurity measures that include regulatory frameworks and incentives with public-private cooperation.”
