National Tax Service Discloses High-Level Delinquent Taxpayers Owing Over 2 Billion Won on the 17th
Increase of 86 individuals and 47 corporations among Daegu-Gyeongbuk Delinquents

On the 26th, the National Tax Service began sending out comprehensive real estate tax notices, with officials sorting the notices at the Seoul Seocho post office. The number of habitual and large delinquent taxpayers owing over 2 billion won in national taxes has increased by over 130 in the Daegu-Gyeongbuk region compared to a year ago. The National Tax Service plans to take strict actions such as searching residences and filing complaints if there’s any concealment of assets or evasion of forced tax collection.

On the 17th, the National Tax Service disclosed the list of habitual and large delinquent taxpayers owing over 2 billion won in national tax arrears. According to the National Tax Service, 476 individuals (213 in Daegu, 263 in Gyeongbuk) from the Daegu-Gyeongbuk region were listed as high-level habitual delinquents this year, with arrears amounting to 93.5 billion won in Daegu and 118.4 billion won in Gyeongbuk, totaling 211.9 billion won.

Among large habitual delinquent corporations, 223 are located in Daegu-Gyeongbuk (96 in Daegu, 127 in Gyeongbuk), with arrears totaling 94.7 billion won (47.6 billion in Daegu and 47.1 billion in Gyeongbuk). Compared to last year’s disclosed list, the number of regional large habitual delinquents has increased by 86 individuals (with arrears of 4 billion won) and 47 corporations (with arrears of 5 billion won) over the year.

Nationwide, the number of individual large habitual delinquents rose by 1,700, with arrears increasing by 1.05 trillion won compared to last year. This year’s disclosed individuals include 6,033 individuals and 3,633 corporations, with arrears totaling 4.0601 trillion won for individuals and 2.1295 trillion won for corporations, amounting to 6.1896 trillion won in total.

In terms of arrears brackets, those owing between 2 billion and 5 billion won were the most numerous, accounting for 7,465 people (77.2%), followed by 1,425 individuals owing between 5 billion and 10 billion won, and 607 individuals owing between 10 billion and 30 billion won. There were also 35 individuals owing over 100 billion won. By age, individuals aged 50 and over numbered 2,076, those 60 and over numbered 1,969, those 40 and over numbered 1,419, those 30 and over numbered 471, and those under 30 numbered 91.

The disclosed delinquents were those with “national taxes exceeding 2 billion won that have been delinquent for over a year as of December 31st last year.” The National Tax Service determined the new list through deliberations by the Tax Information Committee.

For large habitual delinquents, the National Tax Service enforces administrative sanctions such as seizure, public sale, travel bans, and disclosure of their identities. In cases where there are suspicions of asset concealment or evasion of forced collection, they plan to conduct asset tracking investigations, including residential searches, litigation, and prosecution of evaders.

Since 2006, the National Tax Service has operated a “Hidden Asset Reporting Reward System” to locate concealed assets of large habitual delinquents. Informants who contribute to the collection of arrears by reporting hidden assets can receive a reward of up to 3 billion won.
