Seoul City Council Member Arrested and Indicted for Bribery in Exchange for Increasing ‘Educational Equipment’ Budget

A Seoul city councilor has been brought to trial while under detention for allegedly increasing and allocating budget funds for educational equipment in exchange for receiving substantial amounts of money from related suppliers.

On the 19th, the Criminal Division 4 of the Ansan Branch of the Suwon District Prosecutors’ Office, led by Chief Prosecutor Choi Soo-kyung, announced that they had charged Assemblyman A of the Seoul City Council and three others, including a broker, on the 16th for bribery under the Act on the Aggravated Punishment of Specific Crimes and for violating the Anti-Graft Act. Additionally, they charged Mr. B, who identified and introduced suppliers to Assemblyman A, without detention as an accomplice to bribery.

Assemblyman A and others are accused of receiving 340 million KRW from four suppliers as a reward for increasing and allocating budgets related to educational equipment in the Seoul area over the course of about a year from the end of 2022.

It was determined that their crimes were carried out in multiple stages. Initially, each supplier would contact schools and suggest purchasing equipment by saying, “There is a way to receive funding.” The broker would then relay detailed estimates from the suppliers to Assemblyman A.

It was understood that Assemblyman A, who had budget control, would increase and allocate the budget for the schools, and once the schools purchased the suppliers’ equipment, the suppliers would give rebates to Assemblyman A and others.

After receiving the case from the Gyeonggi Nambu Provincial Police Agency last November, the prosecution identified through account analysis during supplementary investigations that an additional 22 million KRW had been received.

The police are investigating the supplier representatives who provided rebates to Assemblyman A and others for bribery charges.
