“They keep honking from behind” – A visit to the scene of enforcement of right-turn stops…

In Jeonju, the crackdown on right-turn stop violations is in its fourth year. On April 20, 2026, at the Deokjin Square intersection in Jeonju, officers from the Jeonbuk Police Agency and Deokjin Police Station’s traffic safety division were conducting a focused enforcement of right-turn stop violations. This initiative aims to reinforce the duty to protect pedestrians.

Right-turn stop regulations, which require vehicles to stop temporarily when the forward signal is red or when pedestrians are crossing, have been in place since a amendment to the Road Traffic Act in January 2023. Despite the presence of police, some drivers expressed frustration, citing impatience from drivers behind them as a reason for not complying.

Officers are tasked with overseeing traffic and ensuring compliance at critical intersections. The police plan to continue enforcing these rules, focusing on areas with high violation rates. The initiative is part of a broader effort to transition traffic habits from vehicle-centric to pedestrian-centric, according to Jin Tae-kyu, the head of the traffic division at Jeonju Deokjin Police Station.
