The Ministry of Science and ICT Publishes Guidelines for Strategic Analysis of Intellectual Property Rights

The government has introduced guidelines to effectively utilize intellectual property research and analysis in the field of research and development (R&D).

On December 2, the Intellectual Property Office announced that, in collaboration with the Ministry of Science and ICT and the National Intellectual Property Commission, it had published the ‘Strategic Research and Analysis Guidelines for Intellectual Property Rights’ and the ‘Quality Management Manual for Strategic Research and Analysis of Intellectual Property Rights’. These publications have been distributed to government departments, research management institutions, universities, public research institutes, and companies.

Recently, as the use of intellectual property research and analysis has become mandatory in major R&D-related laws, demand from the research field has increased. However, the government explained that research institutions have been struggling due to a lack of specific guidelines on how to strategically utilize the findings in R&D.

The newly published guidelines are a practical handbook on how to utilize big data from intellectual property, such as patents, in the R&D field. They help researchers or research institutions effectively use intellectual property research and analysis results to conduct efficient R&D.

The quality management manual provides instructions to enhance the reliability and utility of intellectual property research and analysis outcomes. It clearly outlines what direction of research and analysis is needed at each stage and for each purpose of R&D. By including quality management methods for different subjects, such as research management institutions, it supports organizations performing or requesting analysis to secure and use research outcomes of a certain standard in R&D.

Cho Seon-hak, Director General of the Ministry of Science and ICT’s Science and Technology Policy Bureau, stated, “In the tech-hegemony competition, intellectual property is national assets, and quality management and securing of intellectual property is crucial for national strategic technology.” He added, “Based on the newly established guidelines grounded in the National Strategic Technology Development Act and related laws, we will continuously strengthen inter-departmental cooperation and field communication to enhance intellectual property management capabilities throughout the R&D ecosystem.”
