(Sejong=News1) Reporter Cho Yong-hun = Seoul, Daejeon, and Chungbuk have been selected as the top local governments in the 4th Green Building Assessment.
The Ministry of Land, Infrastructure, and Transport announced on the 17th that it had released the results of the 4th Green Building Assessment for 17 metropolitan municipalities nationwide and awarded the Minister’s Award to the best local governments in each category.
The Green Building Assessment evaluates the annual efforts of local governments related to green building to achieve carbon neutrality in the building sector and is conducted in three categories.
In the assessment, Seoul was selected as the best local government in the Green Building Dissemination category, Daejeon in the Building Energy Performance category, and Chungbuk in the Policy Implementation category.
The Green Building Dissemination category evaluated the adoption rate of green building certification (new buildings) and green remodeling adoption rate (existing buildings). Seoul scored 97 points (1st place) in green building certification adoption rate and 74 points (joint 5th place) in green remodeling adoption rate, earning the top overall recognition.
The Building Energy Performance Index (BEPI) evaluated the achievement and effort in energy usage per unit area and per person, as well as the extent of renewable energy adoption in buildings. Daejeon scored 80 points (3rd place) in BEPI achievement, 80 points (2nd place) in BEPI effort, and 69 points (joint 9th place) in the proportion of renewable energy, earning the top overall recognition.
The Policy Implementation category assesses the administrative base (personnel, budget, policy) for implementing green building policies. Chungbuk overcame a lower ranking in human resources (63 points, 16th place) with 93 points (1st place) in budget proportion and 72 points (joint 5th place) in policy base to become the top overall local government.

Jang Woo-cheol, Director of Architectural Policy at the Ministry of Land, Infrastructure, and Transport, stated, “An autonomous green building administrative base at the regional level is crucial to achieving carbon neutrality by 2050,” and added, “We will continuously build a cooperative governance between the central and local governments to ensure that the assessment results can lead to the regional expansion of green buildings.”
