“The ‘conversion index’ for hospitals and clinics, whose negotiations with the National Health Insurance Corporation fell through, has been decided at the Health Insurance Policy Deliberation Committee for next year.
The ‘conversion index’ is a factor that determines the ‘fee’ paid for medical procedures. For next year, hospitals will see a 1.2% increase to 82.2 won, while clinics will have a 0.5% increase to 94.1 won.
Additionally, clinic examination fees have been raised by 4%, and hospitals have adjusted the ‘relative value’ by increasing the night and holiday surcharge for surgeries, treatments, and anesthesia from 50% to 100%, and expanding the emergency medical procedure surcharge from 50% to 150%.
The Ministry of Health and Welfare explained that it made efforts to normalize the fee reversal phenomenon and the unbalanced compensation structure for essential medical procedures by linking the two main factors that determine fees, the ‘conversion index’ and ‘relative value’.
The fee determination system based on the ‘conversion index’ and ‘relative value’ was introduced in 2001. Currently, seven medical organizations including the Hospital Association and the Dental Association negotiate with the National Health Insurance Corporation individually to determine and apply different conversion indexes.
