Moon Sang-ho, the Commander of the Republic of Korea Defense Intelligence Command, revealed that former Defense Minister Kim Yong-hyun instructed preparations to be made near the Gwacheon Government Complex before declaring martial law.

Commander Moon appeared at the emergency inquiry of the National Assembly’s Defense Committee today (10th) and responded to Democratic Party lawmaker Kim Byung-ju’s question, stating that ten officers of field grade were dispatched to the Electoral Commission under former Minister Kim’s instructions.

He said, “I remember receiving the order around 10 to 11 AM on the day of the martial law declaration,” and added, “The first instruction was to organize and stand by a team, as a night mission might be assigned that week.”

He further explained, “After the first order, I received an instruction that a mission might be given that night, and at that time, I was instructed to stand by near the Gwacheon Government Complex around 9 PM.”

However, Commander Moon answered, “It is inaccurate information,” in response to the question, “Why gather about 20 HID (Special Mission Unit) members to stand by?”
