Kim Byung-gi: “Passage of the Government Organization Act to Abolish the Prosecution in September… Party Proposal Reflecting Presidential Office’s Opinion”

Kim Byeong-gi, the floor leader of the Democratic Party, held a press conference on the 2nd at the regular National Assembly and announced the party’s push for prosecution reform, stating, “I make it clear: we will pass the amendment to the Government Organization Act to abolish the prosecution office in the National Assembly this September.”

During his opening remarks at the ‘2025 Regular National Assembly Press Conference’ held that morning at the National Assembly in Yeouido, Seoul, Kim explained, “The specific content of the amendment to the Government Organization Act will be discussed at the policy general meeting on the 3rd, the legislative public hearing of the Legislation and Judiciary Committee on the 4th, and the full committee meeting on the 5th.”

Kim emphasized, “We will continue our discussions and deliberations through party-government consultations,” and added, “We will swiftly process the amendment to the Government Organization Act, reflecting the opinions of the presidential office, by proposing it as a party platform.” Previously, Park Soo-hyun, the Democratic Party’s chief spokesperson, also stated that the party would finalize its stance and opinions on the amendment by the 5th and adjust the party-government-presidential office views at a high-level party-government meeting on the 7th before proposing it as a party platform.

Kim reiterated, “We will handle it without delay, as promised,” and said, “Prosecution reform is a hot topic. Some compare it to a hot potato, but the important thing is that it needs to be definitely pursued.”

Kim added, “We are also preparing legislation related to media and judicial reform without delay.” Regarding judicial reform, he said, “We are progressing centered on the party’s special committee for judicial reform,” and mentioned that they are preparing an amendment to the Court Organization Act, which includes increasing the number of judges and forming a Supreme Court recommendation committee. On media reform, he noted, “The Media Arbitration Act forum and Information and Communication Network Act forum were held in succession yesterday,” emphasizing the necessity to prohibit fake information and broadening public consensus.

Kim also mentioned that the amendment to the “Stronger Special Prosecutor Act,” initiated under the Democratic Party’s three-major special prosecution general response special committee, would be processed in this regular National Assembly. The amendment includes expanding investigative personnel and extending investigation periods for the three major special prosecutors (insurrection, Kim Geon-hee, Marine death cases).

He added, “Observing each special prosecution’s investigation is truly absurd. Crimes and additional suspicions surrounding Yoon Seok-young and Kim Geon-hee are pouring out continuously,” highlighting the extraordinary level of these issues.

Furthermore, he stated, “Expanding the scope, personnel, and duration is absolutely necessary for all three major special prosecutions,” and “The public wants tougher special prosecutions and thorough clarification of the truth and punishment for those involved. We will faithfully follow the will of the people.”

Kim defined the slogan for this regular National Assembly as “Recovery, Reform, Growth, and Normalization of Korea,” presenting three goals: ▷Complete termination of insurrection for the recovery of livelihoods and democracy ▷Major social reform through livelihood reform legislation ▷Leap towards an advanced and leading nation through fair and sustainable economic growth.

He remarked, “This regular National Assembly is the first one since the regime change and the launch of a government of popular sovereignty,” expressing his deep sense of responsibility as the ruling party’s floor leader.

Moreover, he emphasized that “this year, the first year of the Lee Jae-myung government, is a golden time for livelihood recovery and major social reform,” declaring that “the Democratic Party will not miss this golden time. We will establish the true Korea where everyone prospers together, marking the first year of successful Korea.”
