KCC to Strengthen Notification Obligations for Value-Added Telecommunication Service Disruptions

In the future, value-added telecom operators like Naver and Kakao will have the obligation to notify users if their services are interrupted for more than two hours.

The Korea Communications Commission announced that the enforcement decree of the Telecommunications Business Act, which includes measures to strengthen service interruption notification obligations for value-added telecom services, was approved at the Cabinet meeting today (25th).

To prevent user inconvenience, the commission mandates that if free or paid value-added telecom services are interrupted for over two hours, the service provider must notify users of the fact, the reason, and ongoing countermeasures.

Additionally, online networks have been added as a means of notification, allowing individual electronic notifications to be sent, supplementing the current methods like SMS, email, or company website notices.

However, the existing regulation, which applies to companies with sales above 10 billion won and over 1 million users, will remain unchanged.

Chairman Lee Jin-sook of the Korea Communications Commission expressed that with users being informed about interruptions to free value-added services, user rights protection is expected to be strengthened.
