IPTV, ‘PP Management Restrictions’ to be Removed

Radio, Data, and VOD PPs Shift from Registration to Notification
Broadcasting and Internet Broadcasting Act Amendments Announced, Effective Next April
, ‘[Reporter Lim Yoo-kyung, Edaily] As part of regulatory reforms aimed at enhancing the competitiveness of the broadcasting industry in line with the rapidly changing media environment, entry regulations for broadcasting channel usage businesses (PP) related to radio, data, and on-demand video (VOD) will be relaxed from a registration system to a notification system. Furthermore, restrictions on the number of PPs that an IPTV provider can own are being removed.’,

The Ministry of Science and ICT announced on the 22nd that the amendments to the Broadcasting Act and the Internet Multimedia Broadcasting Business Act (Internet Broadcasting Act) containing these changes have been officially announced.’,

The PP notification system will be introduced first. Entry regulations for PPs related to radio, data, and VOD, excluding the television sector, will be relaxed from the current registration system to a notification system. This change will ease the burdens on operators concerning capital, facilities, and other requirements during PP application.’,

In addition, the restrictions on IPTV companies’ PP management will be abolished. The PP management restriction, which was intended to prevent excessive ownership or influence of PP channels by IPTV (limiting it to 1/5 of the total number of PPs), will be removed. With this amendment, regulatory fairness with other broadcasters can be achieved. Restrictions on the management of PPs for comprehensive cable broadcasters and satellite broadcasters were abolished with a 2022 amendment to the Enforcement Decree of the Broadcasting Act.’,

The amendments announced this time will take effect on April 22 next year, six months from the announcement date. The Ministry of Science and ICT plans to soon announce the Presidential Decree (Enforcement Decree of the Broadcasting Act) which will contain detailed content and procedures for PP notification.’,
