In a recent administrative appeal, the Korea Electric Power Corporation (KEPCO) successfully challenged the city of Hanam’s refusal to allow the expansion of the Dongseoul Substation, a decision initially made due to local resident opposition.
The Gyeonggi Provincial Administrative Appeals Commission decided on the 16th that Hanam City’s refusal was unjust, thus siding with KEPCO.
Earlier in August, KEPCO filed the administrative appeal after Hanam City denied approval for the “Dongseoul Substation Indoorization and Expansion Project” due to opposition from local residents.
The project involves KEPCO investing approximately 700 billion won to convert existing substation facilities into indoor facilities by June 2026. This would free up space to accommodate additional electricity from the East Coast-Metropolitan Area Transmission Line and distribute it throughout the capital region via a High Voltage Direct Current (HVDC) conversion facility.
The expansion of the Dongseoul Substation is critical, as failing to proceed would impede the national project designed to transport large amounts of electricity from power plants, including nuclear plants along the East Coast, to the metropolitan area.
The East Coast-Metropolitan Area Transmission Line, which aims to alleviate chronic transmission restrictions in the East Coast area, has recently progressed to a more tangible phase after facing multiple delays. The line runs over 200 kilometers, beginning in Uljin on the East Coast and extending to Yangpyeong in Gyeonggi Province, where it splits into two branches. These branches route through the Shingapyung and Dongseoul conversion stations, ultimately delivering power to the metropolitan area.
