Glass lying on the breakwater, ‘won’t pay a fine of 1 million won’… why?

[Exclusive] Kwon Yu-ri lying on tetra pod on the beach, not paying the '₩1 million' fine... Why?

[OSEN=Reporter Kim Chae-yeon] In the midst of revealing her trip to Jeju Island, Girls’ Generation member and actress Kwon Yu-ri shared photos of herself standing and lying down on tetra pods on the beach, sparking criticism. However, it appears she will not be paying the fine.

On the 24th, Kwon Yu-ri posted photos of her trip in Jeju Island with the caption “PARTY.” However, the problem arose with most of the photos showing her standing or lying on tetra pods by the seaside.

Tetra pods are concrete structures that protect seawalls from waves and tides. They usually have many hidden fish in between, leading to frequent visits by fishermen and sometimes resulting in accidents.

Due to a series of tetra pod accidents, the Ministry of Oceans and Fisheries revised the Harbor Act in 2020 to designate areas within harbors, seawalls, and coastlines directly affected by waves as restricted access zones, allowing them to impose fines of up to ₩1 million for unauthorized entry into the 45 restricted access zones (as of December 2023).

Comments on Yu-ri’s post included “She might be subject to fines,” “This is a dangerous behavior,” and shortly after, Yu-ri deleted the post.

However, the area where Yu-ri took the photos is known as Cheonjin Harbor in Udo, which is not included in the 45 designated restricted access zones. Hence, she is not subject to a fine. An official from the Jeju Province, which manages Udo, also stated in a conversation with OSEN that Cheonjin Harbor in Udo does not fall under the area specified in the Harbor Act.

While it’s not entirely free of fault on Yu-ri’s part, the Ministry of Oceans and Fisheries has been installing safety signs since 2016 to prevent tetra pod accidents and even prohibits access to some areas under the Harbor Act.

However, there are harbors open to the public for recreational purposes, so the Ministry cannot entirely restrict access to all tetra pods across coastal areas. Therefore, the Ministry is appealing for extra caution from users, which is why Yu-ri’s actions are regrettable.

Kwon Yu-ri met audiences through her movie ‘Dolphin’ in March and is set to meet viewers on August 7 in Disney+’s ‘The Jourage: Living Season 3,’ as well as appearing in the TVN drama ‘Parole Officer Lee Han-shin’ in the second half of this year.
