“False or Exaggerated Device Subsidies, Users Can Report Directly”

Users will now be able to directly report false or exaggerated advertisements and unlisted terms in contracts from certain mobile network operators and retailers that don’t align with actual information regarding device subsidies.

Today (the 26th), the Broadcasting, Media, and Communications Commission announced the implementation of a “User Participation Reporting System” to prevent user harm and protect their rights in regards to false or exaggerated advertisements for device subsidies and non-compliance with contract stipulations.

Reported issues include discrepancies in subsidy information compared to advertised details, failure to issue contracts, omission of terms regarding device subsidies and conditions in contracts, inducement to sign up for expensive plans and unjustified additional service enrollments, and mismatches in retailer information during visits and activations.

During the pre-order period for Samsung’s new device, the “Galaxy S26” (from February 27 to March 5), reports can be made on the Reporting System website of the Communications Users’ Protection Association (https://www.uservoice.or.kr) starting on March 3.

If a violation is confirmed, a reward up to a maximum of 200,000 KRW annually per person (up to four reports per person) will be given to the informant.

Following last year’s repeal of the Mobile Device Distribution Act, the focus has shifted from excessive device subsidies to improving false and exaggerated advertisements and ensuring compliance with contract terms.

Kim Jong-chul, the Chairman of the Broadcasting, Media, and Communications Commission, stated, “Voluntary participation from users is necessary to quickly capture illicit or expedient behaviors in the device market. This will be an important opportunity to establish a sound distribution environment.”
