Dunchon-dong’s representative old complex, Eunma Apartment, which was stagnant for over a decade due to reconstruction issues, is set to transform into a large-scale complex with 5,893 units in a 49-story building. On the 13th, Seoul Mayor Oh Se-hoon visited Eunma Apartment to assess the current state of the aging complex and met with residents to ensure the thorough progress of the reconstruction project with rigorous management and administrative support.
Eunma Apartment is expected to be the first site to apply the “Rapid Integration Plan Season 2,” recently announced by the Seoul Metropolitan Government, which includes easing regulations for redevelopment and reconstruction project permits. This public support plan, introduced by the Seoul city government to accelerate redevelopment and reconstruction projects, aims to reduce the project duration by another year, potentially shortening the process to up to 12 years.
The reconstruction of Eunma Apartments aims to start in 2030 and be completed by 2034. Featuring public parking to alleviate chronic parking issues in the Daechi-dong education district, the new residential environment will integrate educational, welfare, and safety features, including an open public library, national and public daycare centers, a security center, parks, and retention facilities.
For the first time, “Public Sale Housing” is being introduced in the reconstruction project. This is the first case of a private-led reconstruction combined with public sale, adding 655 units through a station area floor area ratio special case (300%→331.9%). The station area floor area ratio special case enhances the business feasibility by easing the floor area ratio to a maximum of 1.2 times the legal limit in areas with convenient public transportation and excellent infrastructure. Of the eased floor area ratio, 30-40% is supplied as private housing, and 60-70% as public housing.
Out of the 655 additional units supplied through the floor area ratio special case, 195 units are provided as public sale housing for real demand groups such as large families in the middle class, 227 units are private sales, and 233 units are public rentals.
Currently, the Seoul city government is reviewing the application of the station area floor area ratio special case for five other complexes besides Eunma Apartment. In the process of establishing a redevelopment plan, they plan to comprehensively consider zone area, roads, and site-specific characteristics, combined with surrounding environment analyses, to determine the appropriate range of floor area ratio relaxation subject to committee deliberation.
Starting with the reconstruction of Eunma Apartment, the Seoul city government plans to accelerate the pace of urban redevelopment projects in major areas such as Gangnam, Yeouido, Mokdong, and Seongsu with the full-scale launch of the Rapid Integration Plan Season 2. Through this effort, the city aims to supply 25,000 homes in Gangnam-gu and 310,000 homes throughout Seoul by 2031.
Mayor Oh Se-hoon stated, “The clear principle of housing supply in Seoul is that the private sector leads, while the public sector actively supports to quickly provide high-quality housing where citizens want it,” and added, “Starting with Eunma Apartment, we will swiftly proceed with private redevelopment projects in aged residential areas to quickly expand housing in key regions that have driven housing price increases.”
