Approval of Legislation Amending the Used Phone Safe Trade Operator Certification System by Cabinet Council

‘The Ministry of Science and ICT announced that the Enforcement Decree of the Terminal Distribution Act, which specifies the standards and procedures for certification of used mobile phone safe trade operators, and the Enforcement Decree of the Telecommunications Business Act, which specifies the issuance method of a confirmation document for used mobile phone transactions, were passed by the Cabinet Council on the 23rd.’

‘The used mobile phone safe trade operator certification system certifies distribution businesses that meet certification standards, such as user protection requirements, as safe trade operators. It was introduced to provide sellers and buyers of used mobile phones with trustworthy company information to promote market activation.’

‘So far, in the used mobile phone transaction market, sellers have had difficulty verifying whether personal information has been properly deleted, and buyers have had difficulty determining whether the price of used mobile phones is fair.’

‘In the future, used mobile phone safe trade operators must meet certification standards such as ▲ establishing user protection measures, including personal information protection ▲ providing and managing information on the quality and price of used mobile phones ▲ issuing performance confirmation documents for used mobile phones and establishing return/refund procedures.’

‘The detailed requirements of the certification standards will be notified by the Minister of Science and ICT, and the certification authority will be handled by the Korea Information and Communication Society (KAIT).’

‘On the other hand, the used mobile phone transaction confirmation service is a service provided by a professional organization that confirms information on used mobile phone transactions between sellers and buyers and issues a certificate to verify the normality of transactions. It can be used as documentary evidence in case of potential issues that buyers may face after the transaction, such as sellers maliciously reporting loss or theft.’
