“SEOUL, Yonhap News – Reporter Cho Seung-han: The Ministry of Science and ICT and the National Intellectual Property Committee announced that on the 25th, they held a ‘National Research and Development (R&D) & Intellectual Property (IP) Policy Meeting’ at the Korea Press Center in Jung-gu, Seoul, presided over by Minister Yoo Sang-im of the Ministry of Science and ICT.”
“The meeting was attended by key IP leaders from the Korean Patent Attorneys Association, the Global Top Strategy Research Group, and representatives from the National Research Council of Science & Technology (NST).”
“Kim Myunghwan, head of the Next-Generation Secondary Battery Strategy Research Group, presented a large-scale research-based IP creation strategy, emphasizing the active introduction of tailored fast-track systems for government-funded research institutes and major companies, and the need to evaluate the patent adequacy and technological value of national R&D project outcomes with a market-oriented approach.”
“Ryu Gi-ho, patent officer at the Korea Intellectual Property Strategy Agency, highlighted that patents are at the core of the three main selection criteria of the 12 national strategic technologies and stressed the importance of early acquisition of ‘ultra-early-stage technology’ in the patent commercialization early phase through patent big data analysis.”
“Kim Doo-kyu, president of the Korean Patent Attorneys Association, stated that to create high-quality patents, the government should improve R&D evaluation criteria based on patent performance.”
“Minister Yoo commented, ‘Science and technology are seeds, R&D is the dedication to sprout those seeds, and IP is the process of seeing the results,’ adding ‘the creation of proactive core patents for future hegemonic technologies is the first step towards becoming a first-mover nation.'”
