“157 ‘Bad Parents’ Who Didn’t Pay Child Support… The Highest Debt Amount is About 3.1 Billion Won”

▲ Shin Young-sook, Vice Minister of Family and Gender Equality, speaks at the 40th Child Support Implementation Committee meeting held at the Government Complex Seoul in Jongno-gu, Seoul on the 21st.

The Ministry of Gender Equality and Family announced that today (21st), the 40th Child Support Implementation Committee (the Committee) was held at the Government Complex Seoul to review and approve the list of child support defaulters subject to sanctions. The committee also discussed the operational plans for the child support advance payment scheme set to be introduced this July.

The committee decided on a total of 195 sanctions for 157 child support defaulters.

By type, there were 132 cases of travel bans, 59 cases of driver’s license suspension, and 4 cases of list disclosure.

The average amount of child support debt was about 58 million KRW, with the highest amount being 319.7 million KRW.

For the first time, a defaulter was included in the sanction list for being subject to an enforcement order without being issued a detention order.

Following the enforcement of the amended ‘Child Support Enforcement Act’ last September, it is now possible to impose sanctions on child support defaulters with only an enforcement order, without a detention order.

Additionally, the committee discussed procedures for the recovery of advanced payments and plans for managing fraudulent claims related to the child support advance payment scheme set to be introduced in July.

Currently, the Ministry of Gender Equality and Family is working on revising sub-regulations and preparing guidelines, while the Child Support Enforcement Agency is organizing an advance payment preparation team and is working on establishing an electronic system.

Based on the results of today’s meeting and consultations with related ministries, the Ministry plans to announce a draft amendment to the enforcement decree of the Child Support Enforcement Act early next month.
