33 institutions from industry-academia-research attended… shared directions of the ‘Space Utilization Promotion Act’ and discussed the achievements of open big data. The Space Aviation Administration organized a meeting to communicate with industry-academia-research experts to discuss system maintenance for the satellite operation/utilization industry and the dissemination of research and technology achievements.
On the 9th, approximately 50 participants from 33 organizations attended the ‘Satellite Utilization Promotion Legislative Improvement Seminar’ and the ‘Satellite Utilization R&D Achievements Sharing Session’ held in Cheongju, Osco. They discussed ways to strengthen the foundation of the domestic satellite utilization ecosystem in the new space era.

During the seminar, the Space Aviation Administration introduced the legislative direction of the ‘Satellite Utilization Promotion Act (draft)’ they are pursuing, sharing directions for institutional improvements such as clarifying the legal status of private businesses and designating promotion agencies. In the following expert discussions, policy supplements for activating the satellite utilization industry were discussed.
In the Achievements Sharing Session, the achievements for ’25 of two R&D projects currently being conducted by the Space Aviation Administration and the Korea Aerospace Research Institute were presented. The technology and data bases being constructed through projects such as ‘Satellite Information Big Data Utilization Support System Development Project’ and ‘Satellite Utilization Innovation Base Creation Project’ were introduced. Notably, approximately 150,000 satellite image AI learning datasets were additionally released in line with the national satellite information opening policy, bringing the cumulative release since 2023 to 780,000. It is anticipated that by the time the projects complete in 2026, the utilization capabilities of domestic researchers and industries will be significantly enhanced.
Han Chang-Heon, Director of the Space Aviation Industry Bureau, stated, “It was a meaningful occasion where we could directly hear the opinions of industry-academia-research,” and added, “We will strive to establish policies and legislation that support the growth of the satellite utilization industry by reflecting the demands of the field.”
