“Use End-of-Year Budget Wisely with Authorized Digital Services”

Modusign (CEO: Youngjoon Lee) announced on the 24th that it will provide tailored consulting to help public institutions utilize their remaining budgets for implementing Software as a Service (SaaS) and to promote digital transformation based on electronic signatures. The company guides institutions on acquiring the necessary certifications and procedures for implementing customized electronic contract services, offering suggestions for efficient budget execution.

With the end of the year approaching, many public institutions and local governments are concerned about budget execution. Specifically, if entities such as other public institutions, local governments, and national or public schools do not use their budgets effectively, they might face disadvantages due to unused funds. As a result, the ‘introduction of digital services’ is gaining attention as a prominent means of efficiently using the remaining end-of-year budget.

The government is currently pursuing the “Global Best Digital Platform Government” (DPG), the 11th of its 110 national tasks. This year marks the first year of the DPG implementation, and the government plans to transition 90% of existing information systems to cloud-native and apply SaaS to 70% by 2030.

According to the Ministry of Economy and Finance’s “2024 Budget Draft Guidelines and Fund Operation Plan Guidelines” and the “Budget and Fund Operation Execution Guidelines,” public institutions should prioritize budgeting for digital services with security certifications. However, as the year-end approaches, there is a high possibility of insufficient funds for digital service implementation or limited remaining budget.

In this context, public institutions can use the ‘bid savings’ from information projects as the remaining budget execution amount. Bid savings refer to the balance created when the bid price of the finally selected company is lower than the originally allocated budget. Institutions can use these savings to contribute to digital transformation with relatively little budget support, ensuring efficient administrative operations.

Particularly, when signing a digital service usage contract, public institutions can choose between metered billing based on usage or a subscription-based flat rate, reducing their burden. Contracts can be made without financial ceiling restrictions, allowing for swift procurement and delivery.

Modusign is currently recognized as an authorized digital service and has acquired three certifications exclusive to public institutions: CSAP (Cloud Security Assurance Program), GS Certification Level 1, and K-PaaS Compatibility Test Certification. It is also registered in the “Digital Service Utilization Support System,” allowing public institutions to enter contracts swiftly without budget restrictions.

Modusign has proven its safety and reliability by providing electronic contract services to major public institutions like the Seoul Metropolitan Government, Dangjin City Hall, and the Korea Energy Foundation. Recently, it has also begun offering services to national and public schools, such as the Industry-Academic Cooperation Team at Hanbat National University, Jeonbuk Mechanical Technical High School, Gyeongbuk Science and Technology High School, Goryeong High School, and Gumi High School. Schools implementing Modusign Public use the service to manage various administrative applications and consent forms in a secure electronic document format, rather than using popular forms like Naver Form or Google Form.
