The National Assembly’s investigation committee on the insurgency may call Yoon Suk-yeol as a witness. This is likely to lead to a clash with the ruling party, which aims to protect him.

The “Special Investigation Committee on the Alleged Martial Law Declaration by the Yoon Seok-yeol Government” is scheduled to hold a full meeting on the 7th to decide on its operational agenda and schedule. The committee announced this meeting schedule the previous day.

During the meeting, discussions will focus on the committee’s operational schedule, requirement for institutional briefings, summoning of witnesses and references, document submissions, hearings, and onsite investigations. Anticipated conflict between the ruling and opposition parties concerns whether President Yoon Seok-yeol should be summoned as a witness. The Democratic Party intends to summon President Yoon, whereas the People Power Party looks to summon approximately 20 individuals, including Democratic Party leader Lee Jae-myung, Senior Party Member Kim Min-seok, and broadcaster Kim Eo-jun, as witnesses instead.

Previous negotiations between party secretaries on summoning witnesses and references did not reach an agreement. Therefore, at this meeting, institutional witnesses are likely to be chosen first, with general witnesses to be discussed at a later date.

The committee plans to receive two rounds of institutional reports, including one from the presidential office, by mid-month and to conduct three hearings and two site investigations around the Lunar New Year holiday. Given the apprehension of key figures from the 12/3 martial law incident, such as former Defense Minister Kim Yong-hyun, there is a possibility of holding hearings within detention centers or conducting site investigations.
