, ‘Minister Yu In-chon of the Ministry of Culture, Sports and Tourism visited ‘Esfactory’ in Seongdong-gu, Seoul, where performances were recently suspended due to safety concerns, to inspect the safety situation. He met with local authorities, police, fire departments, and stakeholders in the performing arts industry to listen to their opinions on-site.’,
, ‘After examining the form of performances held at ‘Esfactory,’ the area of the space, the status of stairs and exits, and the characteristics of spaces divided into the 1st and 3rd floors, Minister Yu discusses key safety precautions to be considered when hosting performances with the operator of the venue, police and fire officials, and others.’,
, ‘Subsequently, Minister Yu confirms the effectiveness and practicality of the ‘Performance Audience Safety Management Inspection Items’ tailored for different parties. The ‘Performance Audience Safety Management Inspection Items’ were produced based on requests made by performance organizers and local government officials at the ‘Joint Meeting of Related Agencies in the Performing Safety Field’ held by the Ministry of Culture, Sports and Tourism on August 1.’,
, ‘The inspection items, categorized as ‘for performance organizers,’ ‘for venue operators,’ and ‘for local government officials,’ include guidelines from foreign specialized institutions in the United States, the United Kingdom, and others to assist in estimating the audience capacity for performances. The Ministry of Culture, Sports and Tourism plans to distribute and educate the performing arts industry and local governments based on this on-site verification and feedback from related agencies.’,
, ‘Furthermore, efforts are being made to improve regulations to address blind spots in performance safety. Recognizing the need for safety measures that reflect the evolving forms and characteristics of performances and venues, revisions to the Performing Arts Act are being pursued to encompass not only traditional performances centered around audiences but also new forms and spaces for performances. As legal amendments may take some time, safety consulting will be promptly carried out for performances expected to require more thorough safety management. ‘,
, ‘Moreover, in close cooperation with relevant organizations, disaster response plans will be formulated to ensure effectiveness when reported. Venue operators and others will be able to seek opinions from safety-related agencies such as local governments, fire departments, and police when drafting disaster response plans, and the Performing Arts Act will be amended to allow local authorities to conduct inspections and verifications of performance venues in advance. Particularly, the obligation to notify disaster response plans, currently limited to fire stations, will be expanded to include police stations, enhancing pre-information sharing and interagency cooperation.’,
, ‘Minister Yu stated, “I will thoroughly inspect to ensure that there are no blind spots in performance safety throughout the daily operation stage of performance spaces, performance planning stage, and on the day of the performance, and collaborate with various stakeholders such as the performing arts industry, police, fire departments, and local governments to improve the system.”‘,
