The Korean Ministry of Culture, Sports and Tourism sent an official letter on the 5th stating, “The Korean government has sent a diplomatic note to the embassies in Korea on the 4th, indicating that daily life in Korea continues as usual, with no impact on tourism or economic activities, making adjustments to travel alerts unnecessary.” The ministry requested the industry and prospective visitors to convey that major tourist spots in Korea are ‘operating normally’ as usual.

Additionally, they noted, “The government is making every effort to ensure the safety and convenience of tourists. We are directing foreign tourists to use the ‘Tourist Interpretation Help Line 1330’ service, which supports eight languages, for guidance, interpretation, complaint reporting, or other inquiries related to their visit to Korea.” They emphasized they would take necessary measures regarding any difficulties or suggestions related to tourist attraction and management reported by associations and industry stakeholders.

Despite the government’s request, the tourism industry is facing a gloomy atmosphere as it confronts the ‘negative impact’ of martial law. Kim, the head of a travel agency, expressed, “Just when we were recovering from the COVID-19 crisis, we didn’t expect to face another difficult period like this.” He added, “While there are few immediate cancellation requests, inquiries about the safety of visiting Korea are increasing. It’s only a matter of time before apprehensions lead to hesitation in visiting.”

Cho, a director of an inbound company planning a group tour for Americans next month, voiced concerns, saying, “We are receiving calls questioning the safety of traveling to Korea after hearing news of martial law. Depending on the situation, cancellations are also being considered.” He lamented, “It seems difficult to recover from the already spilled water.” Sky Tour, a specialized inbound company, reported, “The new reservation acceptance rate has plummeted by over 20% since the 4th, with the average daily cancellation rate soaring from 30-40 cases to 80, marking a nearly 100% increase, resulting in direct impacts.”

Meanwhile, on December 3rd, President Yoon Suk-yeol declared martial law during a national address, but the National Assembly’s resolution to lift the martial law was approved by a unanimous 190 members in favor, leading to the lifting of martial law after about six hours.

Following this, on the 4th, the UK’s Foreign Office issued a travel advisory stating, “We are monitoring the developments following the declaration of martial law in South Korea. Please watch for updates from the UK Foreign Office.” The US also warned, “The situation remains fluid. Avoid areas with protests and exercise caution near large crowds, gatherings, or demonstrations.”
