**9th Urban Planning Committee Meeting for Rapid Integrated Planning Subcommittee**
**Mokdong Complex 11, Modified Approval of the Restructuring Plan Decision (Draft)**
[Herald Economy = Kim Hee-ryang Reporter] The restructuring plan for Mokdong Complex 11, which was the last to pass the reconstruction safety inspection among 14 apartment complexes in the new town area, has been approved. Despite the recent tension due to the enactment of the International Civil Aviation Organization (ICAO)’s revised international altitude restriction standards, the project is progressing rapidly under Seoul’s rapid integrated planning.
On the 2nd, the city of Seoul announced that the 9th Urban Planning Committee’s Rapid Integrated Planning Subcommittee meeting held the previous day approved and amended the designation of the restructuring zone and the restructuring plan decision·landscape review (draft) for the reconstruction project of Mokdong Complex 11 in Yangcheon-gu.
Mokdong Complex 11 plans to establish a floor area ratio of 300% or less, a height of 145m (maximum 41 floors) or less, 2,679 apartment units (including 352 public housing units), and auxiliary welfare facilities. At this speed, it is expected not to be subject to the new altitude restriction regulations.
Recently, concerns have been raised that the profitability of reconstruction apartment complex projects in Mokdong, Yangcheon-gu may decline due to the amendment of the ICAO’s altitude restriction regulations. With the expansion of the evaluation surface, areas within about 11-13 km from Gimpo Airport will be subject to altitude restrictions applied at 45, 60, and 90m, making it difficult for the reconstruction to exceed 30 floors.
On July 30, Mayor Oh Se-hoon of Seoul visited Mokdong Complex 6 and reassured residents by stating that a cooperative could be established and the business implementation plan could be approved before the amendment takes effect in 2030.
Additionally, abundant green spaces, including small parks around Bongyeong Girls’ Middle School and Mokdong High School, will be created. The project will connect the existing parks to establish a large southern park in Mokdong District, combining the northern Shintree Park (16,409㎡) and the western Gyeinong Neighborhood Park (11,540.6㎡) into a total of 27,949.6㎡.
Considering the increasing elderly population, aging existing social welfare facilities will be expanded (total floor area of 5,000㎡). Public transportation accessibility will be further enhanced for user convenience, and new public buildings (Women’s Development Support Center, total floor area of 5,000㎡) will be established in conjunction with the newly created neighborhood park.
Currently, the reconstruction project of the Mokdong district is under rapid integrated planning (fast-track) consulting projects. On average, restructuring plans have been decided 11 months after the initial consultation. The city of Seoul aims to complete the restructuring plan decisions for all 14 complexes in Mokdong by the end of this year, with Complex 6 already selecting a design company by last month.
Choi Jin-seok, head of the Housing Department at Seoul City, stated, “Mokdong Complex 11 will finalize architectural plans and swiftly push forward the project after undergoing integrated reviews (architecture, transportation, education, environment, etc.) and restructuring plan announcements.” He added, “Focusing on the housing supply acceleration measures announced in July, we will expedite the reconstruction projects of all 14 complexes in Mokdong through concentrated process management.”
On the same day, the Seoul City announced that in the 2nd Subcommittee meeting of the Urban Planning Committee, the revised draft for the district designation and restructuring plan for the urban restructuring redevelopment project for building long-term lease housing in the area of 5-307 Hyochang-dong, Yongsan-gu, was also approved.
The newly designated restructuring zone of 103,402.7㎡ will introduce approximately 7,521.2㎡ for a complex sized four basement levels to 40 floors above ground with a total of 3,014 units (706 long-term lease units, 453 redevelopment rental units). 50% of the long-term lease housing will be offered as “My First Home” for newlyweds.
In addition, around Hyochang Park, a new children’s park with a scale of approximately 9,000㎡ will be established on Imjeong-ro and Hyochangwon-ro to secure a buffer space and complex green network between the park and residential areas, with an additional open community facility (10,000㎡) and public office building.
A Seoul city official stated, “It is expected to supply high-quality long-term lease housing around Hyochang Neighborhood Park and provide living convenience spaces for local residents and citizens.”
