‘The Ministry of Trade, Industry, and Energy stated that it will implement the spring low-demand period measures from April 1st to June 1st, totaling 93 days, which is 21 days longer than last year’s measures (72 days).’
‘For stable power supply, both generation and demand are important, but during the spring and fall, heating and cooling demands are low, raising concerns of oversupply in the afternoon when generation exceeds demand. In some areas concentrated with solar power, there are local grid instability issues where generation exceeds the transmission capacity.’
‘In response, the government is implementing proactive stabilization measures, including reducing power generation during low-demand periods and increasing demand.’
‘To reduce power generation, the government plans to minimize the operation of coal complexes and public institution solar systems, utilize demand resources, and adjust the charging times of energy storage systems (ESS) connected to solar power.’
‘To ensure grid stability, the government will strengthen the enforcement of output control and provide advance notice of output restrictions in anticipation of oversupply. For example, if output control is deemed necessary, notifications will be issued three times: at 6 PM the day before, 9 AM on the day of, and 30 minutes before output control.’
Lee Ho-hyun, head of the Energy Policy Office at the Ministry of Trade, Industry, and Energy, stated, “With the spring low-demand period measures starting less than a month after the end of the winter measures, we are entering an all-year emergency system operation mode,” adding, “The power authorities will actively pursue system construction and investment, including emergency response system operation and grid stabilization equipment reinforcement.”
