The prosecution is conducting a search and seizure of the Investment Promotion Division at the Gangwon Provincial Office concerning former Governor Choi Moon-soon’s alleged occupational breach of duty related to the Legoland development project. On the morning of the 12th, around 10 investigators from the Chuncheon District Prosecutor’s Office arrived at the second annex of the provincial office to carry out the search. This division is responsible for overseeing the Legoland development project.
Former Governor Choi is under suspicion for allegedly providing 80 billion won in support to Merlin, a subsidiary of Gangwon Jung-do Development Corporation, expanding debt guarantees by 205 billion won without legislative approval, and purchasing several plots at low prices only to sell them at higher prices through Jung-do Development Corporation.
Related to these allegations, Provincial Assembly Member Park Ki-young (Chuncheon) had previously submitted a complaint against Choi to the Gangwon Provincial Police Agency on November 10, 2022, for charges including occupational breach of duty under the Act on the Aggravated Punishment of Specific Economic Crimes, abuse of authority, and dereliction of duty.
