Assemblywoman Baek Seung-ah proposes the Seoichoso Special Law… “To prevent the same tragedy from happening again”

On the 5th, the Democratic Party member of parliament Baek Seung-ah, who hails from Gangwon and was formerly a teacher, introduced the ‘Seocho Special Law’ in preparation for the 1st anniversary of the Seoul Seocho teacher incident.

Baek and members of the Democratic Party’s Education Committee held a press conference on the 5th at the National Assembly Communication Office, announcing their legislative push for the Seocho Special Law to ensure teachers can carry out educational activities normally in the field of education.

The Seocho Special Law package bill includes amendments to the Child Welfare Act, Elementary and Secondary Education Act, and the Law on Prevention and Response to School Violence. It seeks to address the ‘business bomb’ in the education field by specifying regulations for teacher educational activities, including measures such as student separation, legal restraint of students in emergency situations, response strategies for malicious school complaints, legal grounds for investigating school violence cases, clarification of emotional child abuse reporting criteria, and protective support measures for teachers.

Baek Seung-ah explained, “Efforts have been made to include concrete measures that can effectively address the difficulties faced by teachers in the field.”

Members of the Democratic Party’s Education Committee emphasized that the bills being proposed this time are not sufficient to solve all the challenges faced in the field, and they will do their best to protect and uphold education to prevent tragedies like the Seocho incident from recurring.
