KT users suffer from hacking damage and also face penalty charges.

**Controversy Over Penalty Charges for Illegal Base Stations and Small Payments Damages**
**Rep. Park Choong-kwon: “Government and KT Must Provide Immediate Remedies”**

(Seoul = Yonhap News) Reporter Jo Seong-mi reports that some KT users, concerned about personal information being leaked due to receiving signals from illegal base stations, were reported to have canceled their subscriptions, paying cancellation fees amounting to hundreds of thousands of won.

This has raised concerns that the relief measures for victims of KT’s hacking incident are still not functioning properly. According to data submitted by KT to Rep. Park Choong-kwon of the National Assembly’s Science, ICT, Broadcasting and Communications Committee on the 21st, 2,072 users who received information from illegal base stations canceled or applied to cancel their subscriptions, and some of them paid a total of 9.23 million won in cancellation fees.

Among them, the user who paid the highest cancellation fee bore a cost of 530,000 won to terminate their KT subscription. There were also 5,235 users who replaced their USIM after receiving signals from illegal base stations.

Among the victims of unauthorized small payments, 19 canceled or applied to cancel their subscriptions, with some paying a total of 520,000 won in cancellation fees. There were 187 users among the small payment victims who replaced their USIM cards.

In response to Rep. Park’s inquiry about whether it was against the cancellation fee waiver regulation for victims to cancel their subscriptions while still paying fees, KT replied that it will promptly review the waiver conditions for cancellation fees.

The Ministry of Science and ICT has not yet conducted a legal review to determine if KT should waive cancellation fees for all users affected by the small payment and hacking incidents. The Ministry stated they plan to conduct a legal review promptly based on the results of a joint public-private investigation into the KT breach.

The Ministry explained the difference in handling compared to the initial legal advisement during the SKT breach, noting the lack of specific information at the time, which limited the determination of fee waivers.

Rep. Park Choong-kwon highlighted the cases where KT hacking victims are forced to cancel services and bear cancellation fees, urging the government and KT to take immediate remedial measures to prevent such repeated double victimization.
