Incheon Metropolitan City announced on the 10th that it is smoothly progressing with large-scale public facility projects, such as the construction of a new city hall, the creation of the Incheonaetdeul public parking lot, and the construction of the Lu1 Complex Office, to respond to future administrative demands.
First, the city hall construction project is being built on the city hall stadium site with a total project cost of 495.7 billion won, spanning from January 2023 to December 2028. The structure will have a total floor area of 80,417 square meters and consist of four basement levels and 15 floors above ground.
Incheon City plans to centralize its dispersed administrative functions through the new city hall, enhancing administrative efficiency and creating a complex space that combines citizen culture, welfare, and communication functions.
After passing the second stage of the central investment review last year, the city submitted a commencement notice in April this year. The groundbreaking ceremony is scheduled for the 12th, with the goal of completing construction by December 2028.
The Incheonaetdeul public parking lot project is being developed with a budget of 35.91 billion won and will accommodate 635 vehicles with a total floor area of 20,570 square meters and three underground floors. Having started construction in October 2023, the project is currently at a 35.5% completion rate, with the foundation work underway and completion expected by March next year.
Once the public parking lot is completed, a total of 1,882 parking spaces will be available, including 1,065 at the new city hall, 77 at the civil complaints section, 9 for the council, and 96 at the main building. This is expected to significantly alleviate chronic parking shortages for citizens visiting the city hall and the surrounding area.
Additionally, in line with the commencement of construction for the new city hall and the Incheonaetdeul public parking lot, the city has implemented various measures to reduce parking inconveniences for users of the building.
Employees with access to the existing parking facility are allowed additional usage of the new annex parking lot, while other employees are provided alternative parking at Munhak Stadium and Incheon Arts Center, with two daily shuttle bus operations to reduce congestion within the building.
The Lu1 Complex Office construction project, being developed on a public office site in Gajung-dong, Seo-gu, is also progressing smoothly. This project has been underway since May 2017, with a total investment of 184.8 billion won, and involves a total floor area of 47,423 square meters over two underground and 13 aboveground floors. Having started construction in April 2022, the current completion rate is 85%.
The city is pursuing design changes that incorporate the layout needs of five resident organizations: Incheon Urban Corporation, Incheon Environmental Corporation, Incheon Facilities Management Corporation, the 120 Michuhol Call Center, and the Children’s Welfare Center. Through effective project management, the city plans to complete construction and trial operations by October, with sequential occupancy from November to December.
Hong Jun-ho, the city’s Director of Administration, stated, “We will proceed with the public office building projects without disruption to meet future administrative demands, enhancing the efficiency of public services and the accessibility for citizens, while developing the office buildings into regional hub spaces.”
