Incheon City announced on the 16th that it plans to expand the designation of disabled protection zones to protect individuals with disabilities from traffic accidents and improve their mobility.
According to related regulations, disabled protection zones are designated after reviewing applications from those who establish and operate welfare facilities for people with disabilities. However, compared to child and senior protection zones, there is less social attention, resulting in a low application rate and making additional designations difficult.
In response, the city is proactively guiding welfare facilities for individuals with disabilities to apply for the designation of these zones. Specifically, efforts are being made to actively promote the necessity for designation, application methods, and improvements upon designation to 13 frequently used welfare centers by individuals with disabilities. Through these efforts, the city plans to gradually expand the designation of disabled protection zones.
Once an application for designation is received, a comprehensive investigation is conducted on surrounding road traffic volume, signals and safety signs, road accessories, accident occurrences, and mobility demand of individuals with disabilities. Subsequent to a consultation with related agencies such as the National Police Agency and the Korea Road Traffic Authority, an area may be designated as a disabled protection zone.
When designated, facilities to reduce vehicle speeds, like protection zone signs, road markings, speed bumps, and surveillance cameras, will be installed. Additionally, safety facilities such as lowering of curb heights, adjustment of crosswalk slopes, tactile paving, and auditory signals will also be put in place for pedestrian convenience.
Kim In-soo, the city’s Director of Transportation, stated, “We are actively guiding welfare facility staff on the necessity and procedures for designating disabled protection zones,” and further added, “We will continue to expand the designation of these zones to create a safe transportation environment where people with disabilities, who are socially vulnerable, can move confidently.”
