The Ministry of Culture, Sports and Tourism to Incorporate Art Community’s Opinions in Public Art…”Revamping Artwork Management”

On the 20th, the Ministry of Culture, Sports and Tourism will hold a session titled “Art Policy Talk at 3 PM” at Modu Art Space in Jung-gu, Seoul, to discuss the reform of the public art management system and the operation of the public art bank.

Held for the third time, the “Art Policy Talk at 3 PM” takes place every Thursday until the 24th. Each session covers a different topic, introducing the Ministry’s art policies and widely gathering opinions from the field.

In the discussion, the Ministry will collect opinions on the overhaul of the public art management system, the roles and functions of the public art bank, and ways to utilize public art, in connection with the “Art Promotion Act” implemented in July last year.

The Ministry explained that with the establishment of the Art Promotion Act, the concept of “government art” was expanded to “public art,” necessitating a broad collection of opinions. Government art referred to art owned by national institutions and managed by the government art bank, whereas public art includes artworks owned by local governments, regional education offices, and public institutions.

In the discussion, Kim Hyun-kyung, a professor at the Korea National University of Cultural Heritage, will propose operating methods and development directions based on major domestic and international public art bank operation cases. Hwang Seung-heum, a professor of law at Kookmin University, will present the concept of “national art” and discuss its issues and the need for reform.

Additionally, methods to expand services utilizing public art, the operation method of the public art bank, and addressing regional cultural disparities will also be discussed.

Shin Eun-hyang, the Art Policy Director at the Ministry of Culture, Sports and Tourism, stated, “The enactment of the Art Promotion Act provides an opportunity to review the existing art management system,” and added, “We aim to ensure that public art is diversely utilized in the public and private sectors, centered around the public art bank.”
