Significantly Improves Business Feasibility by Removing Height Restrictions

At the redevelopment site near Mia Station in Mia-dong 130, the sixth relaxed regulation, an “integrated park,” will be immediately introduced. If more than 50% of the mandatory green space in this area is created as an integrated park, it will not only expand resident facilities like parking lots and convenience facilities but also increase the number of housing units. By applying last year’s relaxed regulation of the “business feasibility adjustment ratio,” the number of possible sales units is expected to increase further, significantly improving business feasibility.

On the morning of the 20th, Seoul Mayor Oh Se-hoon directly visited the redevelopment site in Mia-dong 130 to immediately implement the sixth relaxation measure, “integrated park.” Following the announcement of the sixth measure on the 17th, Mayor Oh promptly instructed the identification of applicable target locations, and everything from selection to the visit proceeded at high speed.

Mayor Oh visited various sites with residents to inspect the conditions required for the actual application of integrated parks and listened to citizens’ concerns.

Mia-dong 130 was selected as a rapid integrated planning redevelopment candidate area in December of last year. Despite being in a secondary station area with strong resident development intentions, height restrictions due to topographical elevation differences (25m from east to west) and the impact on the sunlight of a northern elementary school hindered its business potential, reducing its momentum.

However, following last year’s extensive relaxation of regulations to improve the business conditions of Seoul’s redevelopment projects, the application of a “business feasibility adjustment ratio” improved conditions in the area, which had land prices lower than the Seoul average, and high resident agreement led to its selection as a rapid integrated planning target site at the end of last year.

◆ Integrated Parks Recognized as Mandatory Parks to Increase Sales Units

Previously, large-scale redevelopment projects requiring space exceeding 50,000㎡ or 1,000 households had to secure more than 5% of the site area or more than 3㎡ per household as natural ground “flat parks” under the “Urban Parks and Green Spaces Act.” The newly announced sixth relaxation measure removes these requirements, allowing “integrated parks” created on artificial grounds owned by private properties or building rooftops to be recognized as mandatory parks.

Recognizing integrated parks as mandatory parks allows the lower space to be used as parking or public amenities while maintaining the integrated park site as private land, consequently increasing the housing land area (more housing units), further improving business feasibility.

Particularly, this area is expected to apply the business feasibility adjustment ratio ambitiously introduced by Seoul last year. When applied, the allowable floor area ratio incentive will greatly increase from a maximum of 20% to 36%.

By applying both integrated parks and business feasibility adjustment ratios, the city expects to secure green space while increasing the possible building floor area and sales units, thereby expanding housing supply and significantly reducing the cost burden shared by each union member.

◆ New ‘Redevelopment Deadline System’ and ‘Pre-Review System’ Adopted to Speed Up Sintong Planning This Year

To speed up the rapid integrated planning, this year, the city will implement a new “Redevelopment Deadline System” and a “Pre-Review System” where the drafting process and consent forms are pursued in tandem with district designation, applying these immediately to the Mia-dong 130 area.

By applying such acceleration measures, the time to district designation is expected to be reduced by more than seven months.

Additionally, the city plans to actively review measures to improve business conditions while pushing sintong planning and apply them to the Mia-dong 130 area to overcome unfavorable development conditions as a supportive example.
